The YWCA Greater Harrisburg is seeking an experienced and professional Director of Grants and Program Evaluation to oversee the operational aspects of the YWCA's domestic violence and sexual assault programs and services in Dauphin and Perry Counties. This role will focus on ensuring compliance with standards, collecting and evaluating data to monitor key performance indicators, and preparing program reports. The Director of Grants and Program Evaluation will work closely with the Chief Operating Officer and department supervisors to enhance efficiency, sustainability, and program impact.

Position Details:
- Hours: M-F 8am to 4pm
- Salary : Negotiable, depending on experience.

Key Responsibilities:
- Operational Oversight: Ensuring efficient and compliant service delivery aligned with organizational goals and funding standards.
- Data Collection: Oversee systems to capture relevant program data, ensuring they are effective and accurate; Work with program teams to ensure timely and complete data collection, providing training and support as needed; Conduct regular analysis of program data to assess effectiveness, identify trends, and inform decision-making.
- Develop Evaluation Frameworks: Create frameworks and tools to evaluate program outcomes and impact, aligning with organizational and funder objectives.
- Monitor Key Performance Indicators (KPIs): Track and assess KPIs to evaluate program success, identify areas for improvement, and guide strategic adjustments.
- Utilize Data for Continuous Improvement: Identify opportunities for process improvements based on data insights.
- Prepare Program Reports: Compile and present data in clear, accurate reports for internal and external stakeholders including executive leadership, federal and state funding organizations, and private foundations; Oversee data reporting to fulfill grant requirements, adhering to deadlines and specific data standards set by funders.
- Budget & Resource Management: Oversee department budget and resource allocation for programs, ensuring compliance with grant requirements.
- Policy & Compliance: Ensure all programs comply with relevant standards, regulations, and best practices for trauma-informed care. Develop and maintain operational policies and procedures.
- Partnerships & Community Engagement: Build and sustain relationships with community organizations, law enforcement, healthcare providers, and other stakeholders. Represent the organization at meetings, events, and public forums as assigned.
Position Requirements:
- Bachelor’s degree in Public Administration, Nonprofit Management, Business, or a related field (Master’s preferred).
- Minimum of 4-6 years of experience in program operations, preferably in a nonprofit or social/human services setting.
- Strong project management skills with the ability to juggle multiple priorities.
- Exceptional analytical and evaluation skills, with a proven ability to interpret complex data, identify trends, and derive actionable insights.
- Outstanding written and verbal communication skills, with demonstrated experience in developing clear, compelling program narratives and professional reports.
- Proficient in standard office software with the ability to quickly learn and adapt to various reporting and case management systems.
- Knowledge of trauma-informed care practices and prior experience working with crime victims a plus.
